Overview

At the 2026 Summit the firm convened a closed-door Energy Investment Dialogue on what it takes to move the region’s energy transition from IFI-dependent financing to private capital at scale.

Approach

The room held the energy ministries of five Western Balkan governments, the Energy Community Secretariat and the Regional Cooperation Council at the most senior level, the EBRD, EIB, IFC, KfW, AFD, UK Export Finance and the US Export-Import Bank, EU member state ambassadors, and the region’s utilities and developers. Closed door, because the useful version of this conversation is not the public one.

Impact

The session addressed what regulatory commitments, grid access guarantees, auction design features and financing instruments turn renewable potential into bankable projects, and what role blended finance, first-loss capital and guarantees should play. The format continues at Summit 2027. The session was supported by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH under the Regional Climate Partnership between Germany and the Western Balkans.
